The mandate aims to enhance runway safety, reduce operational costs, and lower energy consumption across the national airspace system.

Under the new regulations, all Part 139 certificated airports must complete the transition of their runway edge lights, threshold lights, and touchdown zone lights by December 31, 2025. Airports with high traffic volumes face an earlier interim deadline of June 2025 for primary runways. The FAA will provide technical guidance and partial funding through the Airport Improvement Program to support the upgrades. Non-compliance could result in operational restrictions or loss of certification.
LED flare paths offer superior visibility in low-light and adverse weather conditions compared to older systems. They also require less frequent maintenance, with lifespans exceeding 50,000 hours versus 1,000 hours for incandescent bulbs. Industry analysts estimate annual energy savings of up to 70 percent once conversions are complete nationwide.
Industry Impact and Preparations
Airport operators are now accelerating procurement and installation plans to meet the deadlines. Major hubs such as Chicago O'Hare and Dallas/Fort Worth have already begun pilot installations, reporting improved pilot feedback on light intensity and color consistency. Smaller commercial facilities are forming regional partnerships to share engineering resources and reduce per-unit costs.
The FAA emphasized that the conversions align with broader sustainability goals outlined in the National Plan of Integrated Airport Systems. Stakeholders including airlines, lighting manufacturers, and state aviation departments have been invited to upcoming compliance workshops scheduled through early 2025.
